NRCE provided technical assistance in the Federal Energy Regulatory Commission (FERC) Relicensing Proceedings for the Seneca Pumped Storage Project near Warren, Pennsylvania. NRCE’s hydropower experts provided technical assistance to the Seneca Nation throughout all FERC licensing steps, including the Notice of Intent (NOI), Pre-Application Document (PAD), study plan development, environmental studies, operations modeling and optimization, water quality modeling (CE-QUAL-W2), managing expert subconsultants, initial study report, preliminary license proposal, environmental assessment, and final license application. NRCE represented the Seneca Nation during consultation with FERC, federal resource agencies, U.S. Army Corps of Engineers, and all other stakeholders.
